In this paper,:The new curriculum reform attaches great importance to the school sports teaching, under the guiding ideology of "health first", junior high school physical education curriculum reform carries on smoothly. Rural junior high school physical education teaching is also a medium the organic part of physical education, Tai’an City rural junior high school because of the limitation of various factors such as economy, compared with the urban junior high school physical education teaching, teaching of rural junior high school physical education condition is relatively simple, led to the development of rural junior high school physical education teaching condition is not very ideal, in the process of implementing "new courses reform" encountered many problems to be solved.Through expert interview method, questionnaire survey, on-the-spot investigation method, pareto analysis, questionnaire survey method, mathematical statistics and logical analysis, a comprehensive and objective understanding of Tai’an City junior middle school physical education teachers, students’ learning, physical education teaching mode, location equipment, the overall condition of physical education teaching management. Pareto cut set method is used to extract Tai’an City rural junior middle school sports teaching main influencing factors: lack of classroom, students’ safety problem in Tai’an, students learning evaluation standard is not unified, the countryside junior middle school PE teacher shortage, insufficient leadership emphasis, students in the teaching content, teaching equipment, low acceptance, imperfect sports teaching management, teachers training, further education system is not reasonable, PE teachers recruitment exam is not reasonable, the teaching content rarely pay attention to the difference between different gender, different level students, lack of proper textbooks and the enthusiasm of students in physical education of 13 factors. The influence factors of the present situation and the investigation of the combination of extraction, targeted Tai’an City the development of rural junior high school physical education teaching countermeasures:(1) attach importance to the development of school sports, paying attention to the development of physical education teachers; The school sports management system;(2) to establish a scientific and reasonable teaching idea, payattention to the all-round development of students; Changing the concept of school sports safety, set up the correct view on sports; Strengthen the teaching research and set up the system of collective lesson preparation; Formulate unified student learning rating standards;(3) increasing sports resources capital investment, improve the facilities condition; To increase the investment of human resources of rural junior high school physical education teachers;(4) to establish scientific and reasonable PE teachers recruitment plan, improve sports teacher evaluation system; Attaches great importance to the rural sports teachers’ continuing education, strengthen the physical education teachers training.
