Supply-demand Research Of The Long-Term Care For Rural Elderly Disability

Currently, China has entered the aging society, with an increasing population of the old and a higher prevalence, however, the rural medical and health conditions are poor. According to some relevant data, the share of such rural elderly disability population in the total number of rural population is larger than that of the city. In light of this, the rural elderly disability population constitutes a major part of the enormous social vulnerable groups. Therefore, providing the rural elderly disability population with long-term high-quality care services would contribute directly to protect the legal rights and interests of the old, to maintain the harmonious family relationship, and to achieve the long-term peace and stability of our country, social justice and even kinds of policies.This dissertation aims to investigate the situation of the elderly disability population in rural community X of Province S with qualitative research method, we find that the main suppliers for the elderly disability of rural community X are family care, community care and institutional care, the main needs of the elderly disability are daily life care, spiritual comfort, medical health care rehabilitation, income security and so on; and the current series of problems includes as follows, home care functions are weakening, the community long-term care needs to be improved, the institutional care lags behind and the family care faces a terrible livelihood; the main reasons for such problems are the absence of the laws for protection of the elderly disability and specific management measures, lack of funding and long-term care workers, the immature social pension system and supporting policy in rural communities, the lack of protection measures for family care providers; finally, according to the reasons, we could improve the relevant laws and regulations, protect the legal rights and interests of the elderly disability, strengthen policy and financial support for rural areas, ensure the supply of care resources for rural elderly disability, develop the social pension services, improve the pension supporting policy and take measures to protect the livelihoods of family care providers, build up a multi-level personnel service teams and so on; all the above aims to meet the needs of long-term care services for rural elderly disability more effectively, improve the quality of late life for those rural elderly disability, protect the legal rights and interests of the elderly, and promote long-term stability of our country and the construction of social justice.
