The 21st century is the century of the development of human resources, human resources become the most important factor of the economic factors of production, and the competition between enterprises has become a talent war of no gunpowder smoke. In today’s increasingly competitive, who owns the first-class talented person, who can obtain development opportunities in the competition. Enterprise staff training is one important way of human resources development.Since 2006, after post separation, separating government functions from enterprise management and other major incident, in the context of China’s postal system reform, the Hunan postal service is being transformed to construction of modern enterprises, the contradiction between the insufficient of human resources and the rapid development of enterprises increasingly prominent. Effective human resource development, improving staff quality, improving employee perfomance becomes the key to the smooth transition of the company and gain competitive advantage. If you want to achieve a sustained rapid and healthy development of Hunan postal company, you must pay special attention to the training work earnestly. However, because of various reasons, the existing training system has problems, causing dissatisfaction with the staff, also reducing the training’s effection. Therefore, according to the company’s actual, introducing a scientific concept, designing a suitable training system for the characteristics of Hunan postal service with pertinence and maneuverability, has become an important subject of the Hunan postal company’s human resources development and management.The CBE mode with its ability training and respect for individual differences rises in the fifties and sixties of the 20th century in the United States, warmly welcomed by the national vocational education group and favor. In fact, to some extent, this model is fit the characteristics of the enterprise staff training, for correcting and overcoming the Hunan postal service outstanding problems that exist in the staff training with great theoretical reference value and practice significance.The study introduces the CBE mode’s historical background, conception, connotation and characteristics, the connotation of enterprise training and training courses, the corporate training on the importance of enterprise development. Through the questionnaire survey and interviews, insight into the Hunan postal service’s status, as well as the implementation of staff training, the opinions and Suggestions of different class post staff. On the basis, discover the postal service of the current employee training in Hunan postal service on the training program plan, training content, training methods, training evaluation assessment still exist, after comprehensiving comparison of several well-known enterprises of training course design pattern at home and abroad, introduce the CBE mode, analysis the feasibility for its’use in Hunan postal service’s staff training. As a result, building a Hunan postal service staff training system, enterprising development strategy oriented, designing flow chart of the training curriculum development, to some of the key links such as training needs analysis, job analysis, training design, training content and training evaluation. From three aspects:organization, task and staff to carry out the training needs analysis, using the DACUM form for professional analysis, according to the characteristics of the different positions in the form of module course to design of teaching content, the evaluation of Kirkpatrick evaluation theory is introduced from the reaction layer, learning layer, behavior layer and the results of four level to assessment the satisfaction with the degree of evaluation by trainers, determinate the learning situation by the training study, examine the degree of knowledge by training and calculation of the assessment to create economic benefits, comprehensive evaluation on the whole training process.
