Sports curriculum reform of elementary school is in full swing, now sports curriculum resources are needed to support it, sports level of resource development and utilization of curriculum is an important deep factor. Some elementary schools in Beijing have adopted sports curriculum outside the school to supplement or improve school sports curriculum. Adopting sports curriculum outside the school is the introduction of a future trend for Beijing elementary schools.The behavior of adopting sports curriculum outside the school is a shock or challenge on sports curriculum in schools, class schedule, teacher task. It tests the judgment and decision-making ability of school administrators. At present most of the studies on the behavior of adopting sports curriculum outside the school are focused on the effects of curriculum evaluation and implementation measures, but short of analysis from the perspective of the principals’decision-making behavior, left many questions to be answered. In view of adopting sports curriculum outside the school is a new social phenomenon, more schools may do it in the future. Therefore, studying this behavior in a theoretical point of view is necessary.This study discusses the decision-making behavior of Beijing elementary school principals’decisions of adopting 3C curriculum as a case in decision theory, through literature, case studies, interviews, and observation. The four conclusions drawn from the analysis are as following:First, education policies reform and implementation of curriculum standards offer the possibility for the decisions of adopting sports curriculum outside the school.3C curriculum attracted some elementary school principals by significant experimental results and strong R & D team. The sports activities in the big-scale elementary school are rich, on the other hand, sports activities in small-scale school are experience-based, all the P. E teachers’tasks are beyond general standards.Second, motivations that the vast majority of elementary school principals adopt sports curriculum outside the school is to improve the quality of students, to enhance the professional development of teachers, and to raise awareness. Personal ideals of little principals are based on educational philosophy. A common feature is that school benefits are the same starting point.Third, elementary principals’of adopting sports curriculum outside the school are a cyclic process from facing the questions about adopting to the final impact assessment, the impact assessments determine the beginning of the next cy,cle or not. Problems in the process are as following:the lack of awareness of the existence of the decision-making process, they think little about the interests of students; the lack of effective communication and process control; democratic mechanism is not perfect, leaving a space to breed rent-seeking easyly.Finally, the decisions are affected by education policy background of physical education curriculum policy, funding policy. They are also affected by the development of physical education curriculum, parents and experts’opinions as external environment, as well as by educational philosophy, organization culture as the schools’own environmental impact. They are more affected by their own factors of decision-making style, intuition, principals and other principals’influences.
