Under the condition of market economy, the competition between scientific resear-ch units, scientific research units and the increasingly fierce competition between colle-ges and universities, talent has become the most important, the most scarce resources, the core of the competition is focused on the talent competition.Need people to promote the development of scientific research institutions.Performance management is one of the widely use of modern scientific management for the center with develop human po-tentialmodel.The continuous development of science and technology innovation, the eighteenth big since the implementation of science and technology systemreform,requi-ements within the scientific research institutions to promote performance management. Performance management is a complete system, is the core of the unit to gain a compet-itive advantage, thus to a deeper understanding of performance management, make its better service to the scientific research institutions.How to manage and develop the res-ources for scientific research institutions to keep vitality, enhance competitiveness, is the key to the modern scientific research institution of human resource management.D drug research institutions in colleges and universities, on the performance management system and methods from the traditional mode, scientific research institutions to some common problems in performance management exist in different degrees, and in some places will inevitably conflict with the school management. Despite the theory of performance management in our country in recent years many enterprises management of reference and application widely, but in the scientific research institution has not been due attention and application of the traditional institution management system caused the resource configuration is not scientific, lead to scientific research institution in the negative, the phenomenon of brain drain, etc.In this thesis, the performance management problem D drug research institutions in colleges and universities through the literature method, theoretical analysis, case study method were discussed.Find more problems, such as imperfect internal management system, performance management not value, subjective evaluation, evaluation index system design is unreasonable, the lack of performance incentive, etc., to solve these problems, puts forward some perfect D drug research institutions of the performance management strategy in university, help scientific objectively reflect the real performance of employees, to mobilize enthusiasm and creativity of scientific research personnel, hope I can for the similar system of scientific research institution in the aspect of performance management for reference.
