A Study On The Quality Assurance Of The China-Thailand Cross-border Higher Education

Quality assurance is needed to promote the sustainable development of China-Thailand cross-border higher education project. However, the existing quality assurance can not play its role. So the study analyzes the current situation and problems of the quality assurance and tries to provide suggestions.The analytical framework of quality assurance combines the external and internal parts, the external is necessary condition for quality assurance, the internal is the basis. The external quality assurance is analysed from entrance approval, process supervision and export certification. The internal quality assurance is analysed from the prepare,training and follow-up phases.Because China-Thailand projects are relatively concentrated in NanNing that is the host city of Sino-ASEAN Expo, so the study chooses Guangxi province as case and adopts text analytic, questionnaire and interview as methods. The study stars from the analytical framework of external and internal quality assurance and has conclusions as follows:Firstly, through the research perspective of the external quality assurance, this part adopts the text analytic method to study its current situation and problems. The current situation of the external quality assurance is that no entrance approval, process supervision and export certification. The problems are that unidentified property of China-Thailand project, no quality supervision system in local level and confusion of degree certification.Secondly, this part analyzes the current situation and problems from internal quality assurance perspective, adopts questionnaire and interview research method, takes three colleges’China-Thailand projects of Guangxi Zhuang Autonomous Region. The current situation is that lacking deep cooperation and whole procedure in the internal quality assurance. The problems have asymmetry of quality assurance information, curriculum joining problem, education management joining problem and lagging quality improvement mechanism and so on.Base on the study of the current situation and problems of quality assurance, the study proposes that the China-Thailand project should have strategic vision and international perspective. In order to promote the development of China-Thailand project, the external and internal quality assurance should be enhanced. The external should raise awareness of the project quality assurance, use the quality assurance system of Chinese-foreign cooperative education to monitor the China-Thailand project, and enhance the project’s legislation construction. The internal should try to establish an online quality assurance communication platform in China-Thailand project, make deep cooperation and whole procedure in the internal quality assurance, promote internal quality construction on the guidance of regional quality assurance.
