In recent years, the CPC attached great importance to the development of urban and rural basic public services, It is pointed out explicitly that we should optimize education structure, promote compulsory education balanced development at the Party's Seventeenth Congress, meanwhile, the notice about the reform policy adjusting and improving the mechanism of the compulsory education was issued by treasury and the Education Department in 2007.They plan to input 47 billion to improve the mechanism for ensuring continuing funding for rural compulsory education, Constantly increasing public financial investment.In recent years, Yunnan Province increased the compulsory education finance investment dynamics unceasingly, for all this, the question about the unfair assignment between the city and countryside still existed, but proving the equality unified compulsory education to all of us is one of the topics about the public finance, also, it has the very vital significance to improving society fair, the human capital quality and the society progress. In addition, Yunnan Province situated in the Border area at southwest in our country, was multi-ethnic area, it is very important to the society with harmonious development. Therefore, this article taking the Yunnan Province compulsory education differences between the city and countryside as research object, was written with the purpose of realizing two basic goals: Firstly, find out the present situation of the compulsory education difference between the city and countryside in Yunnan, and unearth the deep level reason; Secondly, solve the question through analyzing the reason above.The mentality and the central content about this article mainly includes: Firstly, Carry on a brief review about the research on my subject. Meanwhile, combs the theories related to my subject; next, conduct a research to my subject through the data analysis, and carry on the contrastive analysis by using the gauging device; Finally, inquire about the solution countermeasure In foundation of the reason analysis above. Through the analysis we draw the following conclusion: the low financial investment gravity of the compulsory education, the economic development difference between the city and the countryside, the using efficiency on the compulsory education fund ,County-township fiscal dilemma ,as well as inexplicit target of Financial transfer payment system are the causes about the compulsory education difference between the city and the countryside in Yunnan. Therefore, in order to reduce the difference, we must straighten out the Public financial system, more public fiscal inputs, promote the rural economy development with rapid rate, and meanwhile, enhance the allocative effects and the managerial effectiveness of the financial funds.
