Talent is the advanced part of human resources, is the main bearer of science and technology innovation, is the most active economic and social development of productive forces. At present, technology and innovation has increasingly become an important driving force of the economic and social development and the strategic significance of high level talents, and its role is more important than at any time in the past, a more prominent, scale and level of high level talents are attracting more and more embodies the whole level and comprehensive strength of a country and regional talent resources. In recent years, Inner Mongolia Bayannaoer always adhere to the principle of the party being in charge of personnel, vigorously implement the "talent strong city" strategy and "Hetao excellence" project, talent investment increasing, talent development environment has been continuously optimized, initially built the has a certain scale and constantly improve the quality of the personnel. At the same time, we should also see the Bayannaoer City talent development overall level and the overall size of the developed areas, and in there is still a large gap, social and economic surpassing development, rapid development compared to there are many places not to adapt to. Especially in the training and the introduction of high-level personnel, but also seriously lagging behind the actual needs of economic and social development. If these problems can not be a good solution, the future development of Bayannaoer city will be the core of the lack of lead. In this paper, combined with the idea, through the present situation of investigation, experience learning, problem analysis and other methods, it completes the Bayannaoer city construction of high-level talent team, trying to explore Bayannaoer talent system and mechanism reform direction and path of the academic level and practical operational field, for the sustainable development of Bayannaoer high-level talent team and provide valuable reference for scientific development.
