From the theory meaning, the increase of immigration population put forward a challenge to the whole development of living environment,and it also has definitely anti- influence. Under the background of putting forward " One Belt And One Road " strategy, this research focuses on cities which are in " Economic Belt of Silk Road ", and it is about the influence of living environment index on immigration population.Firstly, the article reviewed the related research on living environment and population migration, contents cover a population migration, living environment and both correlation, and environment emigrant.The review discovers that there is a relationship between living environment’s feat degree and distribute of population,and population migration has influence upon economic and social environment of ground people move into. Immigration population’s accession needs government in area of destination to do a short-term adaptation and a long-time adjustment,needs to take this opportunity to develop economy under strategy of "Economic Belt of Silk Road",needs equalization of social insurance, public education,public hygiene and family planning. Immigration population need cities to strengthen the training of technical ability in the improvement of the employment situation and to build up the employment technical ability, to increase the accumulation of human capital. Immigration population request cities to take full advantage of science and technology, practice construction of intelligent city,creat intelligence-based, information-based and low-carbon new city management style.
