Characteristics of the hard volleyball itself determine its predicament at present. And soft volleyball is the savior of the China volleyball, its sphere soft, comfortable, the most suitable for beginners to teaching and cultivating interest, volleyball reserve talents for China.Soft volleyball popularizing work for 20 years since 1994, the Heilongjiang province is also exploring the combination of competitive sports and physical education volleyball career development of new roads. Therefore, on the basis of detailed investigation into the status of soft volleyball venue facilities and equipment, teachers’ strength, the involvement of college students of soft volleyball, degree of leadership’s emphasis on soft volleyball in the the ordinary universities in Heilongjiang province, with literature, questionnaire, expert interview and mathematical statistics method, this article systematically analyzed the influence factors of soft volleyball sports in the universities in Heilongjiang province, such as leadership attaches great importance to the factors, location equipment, teachers strength factor, organization factor, student interest factors,etc. and put forward the following suggestions:1. To strengthen macro-control and give play to the role of the main body of government guidance, make corresponding laws and regulations, rules and instructions to control, coordinate actively guide the relevant departments of the project development, coordinate the relationship of the department of education, society and schools, give full play to the main body of government guiding, make the soft volleyball movement that this project has been good;2. Improve leadership emphasis, increase publicity of the parties in the face of soft volleyball, quick, effective and healthy in promoting the development of soft volleyball in colleges and universities;3.
