The Ministry of Education has started to implement "the Plan for Educating and Training Outstanding Engineers (PETOE)" in 2010 in order to cultivate the talents with high level and creative thinking. There are 7 majors successively strated this plan in E university, it has been implemented for 5 years until this year. The relevant people wants to know how the effect? At the same time, the problem of students’cultivation quality always reminds the hot topic amony academic world. As we all know, from the end of the last century, the quality of the students’cultivation is investigated by the school facilities, such as teaching facilities, laboratory condition and etc. Since Tsinghua university has firstly introduced student assessment model based on Learning Situation Analysis, this new model has been followed by many famous universities in China. There are many college students evaluation tool in succession. The author trys to measure the Learning Situation Analysis of the engineering students, and to lrean more about the talent training quality of outstanding engineers in PETOE.After the literature review of the study of Learning Situation Analysis and the the research of the training quality of engineering students, we took the widely used theory of student engagement and I-E-O as our theoretical basis. I devided the learning situation of engineers to five parts, "Ability Improvement", "Students’Engagement", "Students’ Satisfaction on Campus Relations", "Students’Satisfaction on Teaching Software", "Students’Satisfaction on Campus Hardware" and designed my questionnaire according to this. At the end we input all the date and analyzed them. In the statistical inference part we made a report of learning situation of all sampling about outstanding classes with the five dimensions, and then in order to test the implementation situation of PETOE we compared the value added education degree of "outstanding classes" (the differential analysis of senior students and junior students)to the regular classes. The final result shows that the lifting range of value added education in the "outstanding classes" is significantly higher than the regular class students, and then we tried to find the reasons that lead to that result only for the "outstanding classes". In conclusion, we intended to provide some data support for the successful implementment of PETOE, and made some suggestions for the improvement of the quality of engineering students.
