The Ministry of education began to implement the "Plan for Educating and Training Outstanding Engineers (PETOE)" from June2010, being the practice part of the "The national medium and long term program for education reform and development (2010-2020)" and other major reform projects, it aims to improve the quality of personnel training and scientific research level in10years, to train a large number of high-level innovative talents, to achieve the power of education and the goal of building an innovation oriented country. Postgraduates as high-level talents in the plan shoulder greater responsibility and mission, the innovation capability of postgraduates is directly related to the development of a country’s scientific and technological level, so the research orientation is in the innovative education in engineering research based on the process of implementation of the PETOE.In addition to the introduction section, the text is of five parts:In the first part we systematically clarifies the basic principle and the theoretical basis of innovational education It mainly includes its concept, connotation and the content of innovational education as well as PETOE.The second part is mainly about the in-depth investigation and analysis of the current situation of PETOE in the postgraduate education of engineering. The research data were originated from Xi’an Technological University, Shaanxi University of Science Technology, Xi’an Polytechnic University, Xi’an University of Architecture and Technology and some other university from other province which are also join in the PETOE.In the third part we analyzes and explains the constraints of the innovational education in engineering educational system. The constraints could be divided into two aspects, the subjective level as well as the objective level, involving factors such as policies, universities, the graduates and the education environment.In the fourth part, we conducted a focused inspection on graduate student innovation capability training conditions from the developed countries, representatives of the Germany, United States, United Kingdom and Japan in the process of postgraduate education innovation training. We draw some inspiration from contrasting the situation of our country’s postgraduate training. We hope these enlightenments from the comparisons could be important reference on the design and arrangement of China’s postgraduate Innovational Education.The last part is the countermeasures and suggestions which could be propitious to the development of innovational education of engineering postgraduates. These countermeasures and suggestions are based on the evaluation and analysis of the influential factors of the postgraduate innovational education and the exploration of PETOE. The research program could be helpful for elevating the innovation capability of research institute of engineering in the universities and has profound as well as far reaching significances for promoting the strategy of talents state.
