A Research On Debt Controlling Of Public High Schools In H City

This paper focuses on the problem of public high school debt controlling. The purpose of this study is to find out the effective way to control high school debt, and avoid it’s negative impact on the normal operation of public schools, public financial safety and social economic stability.First, it’s summarized the research situation of the former researchers on the topic of high school liabilities, and then analyzed the overall situation of high school debt in H city on the basis of a field investigation, and got the three stages and five characteristics of the development of high school debt. Then, the factors those promoted the surge of debt were summarized, which were on the perspective of the relative behavior subjects’pursues and choices. After that, it analyzed the problems of the debt controlling system. Finally, five suggestions are put forward:No.1 Get effective restraint of debt arising; No.2 Regulate the management of debt strictly; No.3 Deal with the stock of debt Properly; No.4 to encourage the development of private education; No.5 Make the public involved in debt monitoring system.There are 4 points of innovation of this paper:No.1 New perspective. On the perspective of the relative behavior subjects’pursues and choices, the reasons for the continuous expansion of the high school debt were found; No.2 Novel idea. This paper puts forward that the central education policy adjustment may increase the difficulty of the local high school debt resolving, which has not been raised before; No.3 Comprehensive data analysis. In this study, it surveyed more than 20 schools in H city and viewed over 20 years of debt data. It analyzed the information got from the survey form both crosswise comparison and longitudinal comparison, between different schools and different periods; No.4 Combination with the latest policy. This study combined the high school debt controlling with local government debt controlling according to the newly revised Budget Law, and designed a high school debt management process.
