In recent years, the over debt of many colleges and universities has resulted in debt crisis, to which the relevant departments have attached great importance. In order to refrain from the further expansion of financial crisis avoiding the moral danger of the administrators, and ensure the normal payment of liabilities principal and interest keeping away new"bad debt", in addition maintain the normal economic and financial order and make the circulation of funds serve well for the development of the institutes of higher learning, the urgent matter is to seek good policies to get rid of the debt crisis of the colleges and universities.This dissertation analyzed the main reasons of the debt crisis of the public colleges and universities. Through the comparison of the difficulties in the process of reformation and realignments implemented in colleges and state-owned enterprises, this paper postulated some reasonable and efficient strategies to eliminate and avoid the debt crisis of the institutes of higher learning.Adopting the method of documents and comparative research in the base of management and administration theory, this paper analyzed the main reasons of the debt crisis including the blind scale expansion and amalgamation,"alliances of silver colleges"and the system problems of the colleges proper. This paper claimed that both our country and colleges should share responsibilities for this heavy debt-the government providing the aid and the colleges making efforts to increase income and reduce the expenditure to improve its own capacity in repaying debt. Furthermore, it is no doubt important to solve this debt crisis; however, prevention is better than cure. Only if the central and local authorities and colleges aware the importance of this problems, can the colleges provide against the possible troubles and prevent more colleges following the same road to ruin.The debt crisis has seriously affected the normal development of the colleges and universities. When and how to solve this problem is vital importance to the interests of the masses of the people and the progress of the higher education career. However, if the government improves the relevant policies and systems and colleges confront probably the developmental difficulties, the problem of debt crisis can be solved well and we can greet the prosperity of our higher education. |
