In the thirty-eight years of reform and opening up, China has made the world, the economic construction, political construction, cultural construction, social construction and ecological construction fully developed. In the era of "Internet+", developed countries have a high national quality, so they are good at taking the lead in innovation and ethnicity. Education as the cornerstone of national quality, playing an irreplaceable role, is the right of every citizen.Educational equality is "the greatest tool" which to promote social fairness, and it is also the basic people’s livelihood issues. The report at eighteenth Party Congress proposes "Country should try his best to make education more equitable, allocate resources reasonably, focus on the rural, remote, poor and minority areas, support special education, raise the level of financial assistance." Therefore, the compulsory education equalization between different region will become a government priority.In 2007, our country implements nine-year compulsory education basically, to ensure every citizen who has the right to accept education. our country’s compulsory education inequality problem is very serious, especially the problem of regional basic education. Whether money or hardware, the eastern region are far more than the central and western regions, and regional differences are growing.This article divides 31 provinces into eastern, central and western regions, with regional compulsory education as the research object, using theoretical analysis method, literature analysis method, data and comparative analysis method to study the equal compulsory education, analyzing causes of equalization problem, learning lessons from foreign experience, proposing the countermeasures to promote the development of compulsory education equalization between regions.The first part is the introduction. Mainly introduces the selected topic background, the significance of the selected topic, the review of domestic and foreign literature and research methods, innovation and deficiency.The second part is the theoretical foundation of the equal compulsory education. Introduces the related theory of equal compulsory education, mainly compose the public product theory, fair education theory and the theory of regional harmonious development.The third part is the status quo and problems. This article uses China Statistical Yearbook and China Education Expenditure Statistical Yearbook data to analyze the status quo of compulsory education in our country, study the problem of our country regional compulsory education funds, per-student’s education funds, the hardware construction and the central government’s transfer payment system, found that regional compulsory education resources are inequality, and the difference has the trend of escalation.The fourth part is the reasons of the compulsory education. Reasons are mainly from regional economic development, fiscal decentralization between central and local government, fiscal transfer system, and analyzes related legal system and supervision mechanism.The fifth part is the equalization of educational experience abroad. Studies the equal compulsory education of the United States, Britain and Japan, summarizes the international experience, provides revelation for our country.The sixth part is to promote the fiscal countermeasures of compulsory education equalization. This section describes the fiscal countermeasures from coordinating the regional economic development, determining the compulsory education funds allocation standard, establishing the standardization of fiscal transfer payment system, further deepening the reform of the education budget, improving the system of the compulsory education law. |
