To achieve the equalization of basic public services is a development direction, education has a special status as one of basic public services in economic and social development of compulsory, to achieve equality of compulsory education in positive and useful aspects of the exploration. After the full implementation of the new mechanism to ensure funding for rural compulsory education reform, rural compulsory education has be included in the coverage of public finance to ensure that the capital investment, which lays the foundation to achieve the equalization of urban and rural compulsory education.New mechanism of urban and rural inequality, Compulsory education with the guidance system for equalization of evaluation has not been established, there is no scientific evaluation for the level of urban and rural compulsory education. Particularly instructive equalization standard system of compulsory education has not been established for the realization of genuine equality of result in obstacles.
