The rapid development of mobile internet immensely changed the way we used to get information, and also creates opportunities for digital learning by Intelligent Terminal. At the same time, massive information brings new challenges to learners: Information overload and fragmentation of knowledge. In this context, the microlearning styles meet the learning needs of students, and gradually become a normalized learning behavior. And it is more important to college students. Then, How to design the microlearning resources has become a key.Firstly, Analyzed the research status at home and abroad, clarified the historical context and the latest development of microlearning, distinguished and redefined the concept of microlearning, and illustrates the theoretical basis.Secondly, carry out the investigation and analysis among students in Jiangsu normal university. Pay attention to the hardware environment, personal attitude, the resource requirements, etc. meanwhile, selected three relatively excellent and different types of resources to carry out case analysis. Summarize their respective advantages after a comparative analysis, this is the design’s reality basis.On the basis of this, the paper discusses the classification of microlearning resources, design concept, design strategy, design standards and specifications, put forward design scheme such as miniaturization segmentation learning content, some kinds of media presentation, availability of software resources, etc. Finally aiming at undergraduate students who study Educational Technology, design and development an App called "ET Miniature School". Analyzed and evaluated the application effect. Results indicate that the digital learning resources processed by content design,media design and availability design can be more easily meet the college students’ learning needs in micro-era. In addition, under the guidance of the design concept and design specifications, the App can embedded into student’s everyday life and can support their conduct informal learning very effectively.
