Modern society is a information society. The key point of governing the economy and social affairs in a better way depends on whether our governments have the capacity to command a large volume of information, accurately and instantly. Statistical survey, serving as a analytic tool of understanding the objects, is a prime measure for governments at all levels to collect data on the national economy and social development. With the accelerated development of our social economy, governments at present attach increasing significance to the collection of statistic data. The Statistical Department works out related systems and policies with the purpose of further knowing of the development at every facet, along with implementing the most extensive and major method of statistics gathering. With the statistical surveys conducted increasingly, the companies, on the other hand, have the responsibility to fill in far more complicated forms to the Statistical Department at a regular base. However, only if all the businesses have the intention to cooperate with the surveying positively as well as offer accurate and reliable information can the governmental data collection improve in a favorable direction, which in a way helps to remove the barriers to grassroots officials conducting their work, thus all will be achieved smoothly.2013 is the 30 th anniversary of Statistics Law of People’s Republic of China,as well as the year of the third national economic census. Being initially held in 2004, the country’s economic census is a crucial survey of China’s conditions and strengths held every 5 years.The third country’s economic census in 2013 was one of the most significant tasks of B Bureau of Statistics between 2013 and 2014. It took a year for more than 2,000 census takers of B District to finish the job. However, the economic census data reported by the companies was found doubtful and needed confirming, which is under checking and revising by authorities at higher level. Therefore, the data has not yet been made public before the essay has been finished till 2015. According to experience, problems existing in every survey carried out by government similarly is that the surveyed corporations are not willing to cooperate with government, leading to poor accuracy in the survey. The essay chose the exampled enterprises above scales and below standards as the subject of the study to carry out questionnaires, acquiring the basic situations of company’s statisticians and the data got from the cooperation from the statisticians. Then, descriptive analysis of statistics, interval estimation and principle component analyses are used to figure out how many companies are willing to assist the government’s survey and contribute to some relevant settlements.The crucial point of the paper itself lies on the innovation of the questionnaires designed to understand how well the companies’ statisticians know about their present job and how they cooperate with the governments. What’s more, statistically, we employ some theoretical analyses in a sense for finding out the enterprises’ cooperation toward statistical survey and its major factor that affects the work, which correspondingly comes to certain suggestion combined with practical experiences of our own. Above all, we here spare no effort to make this R&D reflection of statistics rise to a theoretical altitude so that it can help to draw the attention of our governments.Ultimately, due to my limited researching documents and the unsatisfactory survey papers, there still exist some flaws, such as the imperfectness of the design of the questionnaires, but I truly hope it will not affect your effective reading.
