The Study On Social Works Involved In Earthquake Disaster Rescue And Reconstruction

Along with the development of the Wenchuan earthquake, Yushu earthquake, Lushan earthquake, Ludian earthquake, China has entered a period of seismic intensity outbreak. Intense damage brings great losses of life and property to victims. Social work as a career helping others, has been actively involved in the process of disaster relief and reconstruction. In the post-earthquake relief work, they take full advantage of ideas of helping, methods and techniques to help the victims in a better way. However, because of China’s social work starting late, developing slowly, many areas are not yet ripe, especially social disaster relief work.This paper introduced the theory of social capital to social work on disaster,the purpose is to explore a new path of social work intervening post-disaster rec overy and reconstruction efforts. Using on the study of domestic and foreign soc ial capital and the impact of disasters,establishing a "mechanism analysis-ModelPolicy Recommendations" analysis framework,on the conditions of getting deep to the disaster areas to get first-hand data,to deeply analysis,at different stages,the intrinsic relationship between social capital and the impact of the earthquake and mechanism. By longitudinal comparison, changes in social capital mechanis m of action at different stages, combined with the actual situation, providing a way of disaster relief, with social capital its core,establishing a theoretical mode l of social work organization getting involved in post-disaster aid,the purpose is to provide guidance in social work after the disaster in the future. Social worker s use professional methods and skills to agglomerate and upgrade the social capi tal in the affected area,in order to responding to the earthquake disaster better. The study found that in the post-disaster relief phase, meso-level social capital’s contribution to the earthquake is the largest, and in the reconstruction phase, the macro-level social capital has a significantly higher betas. Therefore, the article suggested that the disaster relief phase,social workers should focus on improving the meso-level social capital, social work organizations and individuals should f ocus on helping victims get more material support, and the help of integration o f government, community, charitable organizations, and volunteer, enhancing the ability of victims to resist the impact of the disaster. In the reconstruction phas e, social work should pay more attention to restoring and improving macro social capital, promoting the national policy actively to increase the victims” trust in government and civil society level of trust.Social work intervening earthquake disaster assistance is a long, complex and difficult project. Therefore, we need to protect the disaster social work smoothly in all aspects. Strengthening the construction on the mechanism level is a method to ensure that social work has been included among the disaster relief and reconstruction planning system,and to ensure that social work can play a greater role. On the other hand, social work organizations should strengthen self-construction, improve professional competence in practical work will restore the victims of social relations, access to resources, promotion and other aspects of trust in an important position.
