"Thirteen Five" period is a critical period of the transformation of economic growth and upgrading of industrial structure, but also "forced" all regions of the country continue to improve the level of technological innovation and reasonable optimization of personnel structure.Technological innovation is the focus of industrial transformation and upgrading of power, as a carrier of scientific knowledge and technology, professional and technical personnel is an important force to promote regional economic development. With the implementation of Chongqing "five functional areas" strategy, restructuring and development of key industry in Chongqing on the quantity and quality of professional and technical personnel of the proposed new requirements. However, at present, the quantity and quality of Chongqing professional and technical personnel can not meet the needs of key industry to upgrade. Professional and technical personnel Required for the development of key industry in Chongqing, especially high-level professional and technical personnel, is still very scarce.In this context, in order to further protect the harmonization of professional and technical personnel in Chongqing key industry, it requires all levels of government in Chongqing comprehensively promote the construction of professional and technical personnel, innovative professional and technical personnel security mechanisms to attract and retain professional and technical personnel. And by understanding the job satisfaction of professional and technical personnel in Chongqing key industry can be found issues that existing in human resource management. Government departments can see the main factors of stability and encourage professional and technical personnel from the "barometer"——the job satisfaction, and thus support policies to improve the job satisfaction of professional and technical personnel in key industry, guarantee the professional and technical personnel of key industry.In this study, using qualitative analysis and quantitative analysis methods, by sampling the job satisfaction、turnover intention and demand situation of professional and technical personnel in 86 Chongqing key industry enterprise, draw the following conclusions:The job satisfaction of professional and technical personnel contain the growth and development satisfaction, job characteristics and relationship satisfaction, treatment and management satisfaction, satisfaction with the overall environment of the region.The job satisfaction of professional and technical personnel is at the middle level, which, treatment and management satisfaction, growth and development satisfaction are low; in the specific entry, wage satisfaction is the lowest level, job stability and safe working conditions have higher satisfaction. There is no significant difference in gender, age, there are significant differences in terms of qualifications, professional titles and the nature of the workplace in the four dimensions of job satisfaction.(3) The turnover intention of professional and technical personnel is at the middle level, there are significant differences in ages, education and professional titles, the nature of the workplace, with the turnover intention of professional and technical personnel. Professional and technical personnel’s job satisfaction and its turnover intention have a significant negative correlation. There is a higher demand and lower satisfaction on the remuneration and growth and development.Finally, on the basis of analysis construction of the professional and technical personnel problems, make suggestions to build professional and technical personnel of the government guarantee mechanism in Chongqing key industry.
