With the 21 st century coming, the era of knowledge economy,the development goals of the government has some changes, however, the development of the human resources is the common goal of them. The foundation of building our country is the education,playing an important role in the economic development.With the speeding up of the pace of reform and opening up,the economic has developed rapidly,and the education also got a well development. With the development of education, the demand for talent is growing, and the countries gradually realized that the future must be an era of talent competition. Also people realized that the education is a kind of investment, it can not only get personal benefits, but also bring economic benefits to society. In order to get a higher income, we must put more resources to the education and investment. Therefore, both the country, society and individuals, reinforced the investment in education in different degree. And the higher education as the top of the education system, accelerating the development of the society. With the implement of college expansion policy, the provinces in our country pay much more attention to the higher education and join in the team, increasing the higher education investment, in order to expand the scale of the higher education and promote the development of the higher education and the society. Xinjiang as a big province in West, a multi-ethnic hub is no exception. Due to some different factors, for example, the unbalanced development in different regions, different personal ideas, led to the different views of education investment in different regions, at the same time, Xinjiang has many kinds of nationalities, so there are different opinions on whether they should accept the higher education, then affects the rate of return on higher education investment in the different regions in our country.The paper through sending the questionnaires to Xinjiang and several eastern cities, analyze the valid questionnaire data, using the improved Mincer model to compare the rate of return on higher education in Xinjiang and the eastern cities. By comparison, draw a conclusion that the rate of return on higher education in Xinjiang is higher than the eastern area.
