After the implementation of the family planning policy, China’s population has been effectively controlled, it also brings a series of problems. The one-child families have become the mainstream, but the one-child families face more risk., once the premature death of one-child, their parents will be alone, survival, pension, health care and other issues will follow. The country’s social pension, medical security system is imperfect, legal policy for only-child-died families are much rarer. Government subsidies and pension institutions cannot really solve the problem of only-child-died families. Faced dilemma, only-child-died families chose the way of collective petition to safeguard their rights. Through the use of literature, interviews, process-event analysis, detailed analysis of the only-child-died families’ formation, current situation and the reasons, the process and results for collective petition. All in all, the formation of "relative deprivation" is the fundamental cause of the collective petition for only-child-died families, even worse, lack of community concern for only-child-died families, weak of social organization; government efforts is not enough, the lack of spiritual comfort, all of these promote the events. It’s indicates that petitions lead by the negative social control. However, due to the limitations of their own petition system, social control lag has lead to the failure of the petitions. The only-child-died families are in the expanding population, the first only-child-died families have faced serious pension problems and these have become increasingly prominent, failure to resolve conflicts, these will certainly affect the operation of our social order. In this regard, recommendations accordingly: improving legislation; improving the social security system; to support community groups, give full play to community groups helping lost alone families; improve government functions, strengthen spiritual comfort for only-child-died families; perfect petition system, optimizing the channel for social members to express their demands and solve the problems.
