Talent is the first resource of scientific development, human resources priority is the basic way to achieve leapfrog development. High-level overseas talents is the carrier of the world’s advanced technology and cultural knowledge. The introduction of high-level overseas talents is to promote Ningbo’s economic and society scientific development, one of the most effective ways to enhance the comprehensive strength of Ningbo. This paper is based on the human capital theory and public policy theory, using the SWOT analytic method to research the introduction of high-level overseas talents of Ningbo, and put forward the strategic countermeasures and suggestions which have practical value.This paper based on the present situation of high-level overseas of Ningbo, mainly from the five aspects of the introduction of talent policy, human resources environment, innovation carrier construction, R & D personnel development, the construction of talent market, which compare with Shenzhen, Hangzhou, Qingdao. And through to high-level overseas of Ningbo for SWOT analysis, then put forward Ningbo to introduce overseas high-level talents-- strategy choice of development strategy, and put forward the way of its implementation: to strengthen the talents strategy, optimize business environment, innovation carrier construction, development of R & D personnel, construction of the talent market, expand channels of talents.
