This paper aims at studying the problems of teachers in compulsory education stage, and puts forward the related countermeasures, hoping to give references to solve present practical problems of teachers flow in greater range.In the course of this study using literature method to collect the teacher flow related theories and summary, to grasp the current and future period of teachers mobility research status and trend, laid the foundation for the further research; at the same time, the relevant teachers flow theory and the typical mode of practice reviews and summary, in order to determine the fair education theory, Katz curve theory, "ERG" and the theory of teacher professional development theory as the theoretical basis of the research, carried out a detailed analysis and to Jiashan, Tongling, Shenyang three teachers flow pattern.
