The starting point and goal of education reform is to benefit the achievements of educational reform of the whole people with fairness and balance as its basic power. Objectively speaking, the current situation of school teachers at the compulsory education stage ishas quite a distance from equilibrium. Hence, how to promote the balance of education has become one of the hot issues concerning the state and the local distribution of teachers. This paper aims at studying the problems of teachers in compulsory education stage, and puts forward the related countermeasures, hoping to give references to solve present practical problems of teachers flow in greater range.In the course of this study using literature method to collect the teacher flow related theories and summary, to grasp the current and future period of teachers mobility research status and trend, laid the foundation for the further research; at the same time, the relevant teachers flow theory and the typical mode of practice reviews and summary, in order to determine the fair education theory, Katz curve theory, "ERG" and the theory of teacher professional development theory as the theoretical basis of the research, carried out a detailed analysis and to Jiashan, Tongling, Shenyang three teachers flow pattern. Study on the flow of teachers, current situation of Zhangjiagang City compulsory education stage of investigation and data analysis, and conducted a field interview through the participation of teacher flow of teachers, and with related theory, has carried on the analysis to the interview, case. On the basis of this, put forward to solve the current flow area teachers of Zhangjiagang City, the existing problems and countermeasures, the main problem is the flow of the system is not perfect, security mechanisms need to be implemented, profit of flow induced imbalances within the region allocation of teachers, disorderly flow of intensified imbalance subject structure of school teachers, the flow of the teaching effect is not obvious. Corresponding measures are to improve and implement the teacher flow system and security mechanism, strengthen the input and support, innovation of school development way, modifying and perfecting the teacher personnel management system and complementary mechanism, establish and improve the teachers’ professional development support system. One of the innovations from the perspective of teacher professional development to establish a sound system of supporting teachers’ professional development in the city, improve the professional level of teachers through various means, let the participation of teacher flow teachers change the environment at the same time, through this support system and constantly improve professional competence.
