"Issues of agriculture, countryside and farmers" has been the focus of our party and government for many years. In order to protect farmers’access to basic health services and improve the level of farmers’health insurance, the government set up the new rural co-operative medical system (NCMS) in 2003 and generalized it step by step. Through 10 years’effort, the framework and operating mechanism of the system has come into being basically. This system has enhanced the function of redistribution and guaranteed the farmers’ health gradually. The principle of voluntary participation makes the system lack sustainable basis because of the absence of long-term mechanism of fund-raising. Therefore, the farmers’ identification and participation has decisive significance to the sustainability of the system. "Guanxi" is unique culture of China which has great significance in Chinese social intercourse. "Guanxi" is an important concept to understand social structure, psychology, behavior in China and also provides a new perspective for the participating behavior of the system. Thus, this article will research the impacts of social relations on participating behavior from the point of view of social relations.This paper analyses the developments and changes of rural social relations and explores the interrelation of social relations and participating behavior, taking the social relation as research perspective and the village M in Shanxi Province as an example. At last, the paper puts forward corresponding measures according to the current situation of participating behavior, which means to promote the sustainability of the NCMS by cultivating the social relations of individual and village level.
