Outdoor sports was first introduced to china in the early 80’s. At the very beginning, the development of outdoor sports was very slow with very small number of participants. However, over the past few years, due to the improvements in domestic economy and the developments of industrialisation and urbanisation, as well as the prominence of the“Rich, free, keen to the nature”backpacker group, the market for outdoor sports is expanding wave after wave in china. By contrast, the door related research has lagged behind. In particular, there hasn’t been enough attention being paid to the safety of the sport.We are in a critical period of social evolution, as well as change in government functions; social organisations play an important in public affairs. Especially since the arrival of “risky”society, the incidence of the accidents and crisis has greatly increased. After crises, we saw the increased involvement of the voluntary rescue organisations came to the rescue. Shandong has great geographic advantage to develop outdoor sport, and set up a good benchmark and example as the outdoor sports powerhouse. This paper investigates the development of the voluntary outdoor rescue organisations, provides some theoretical and practical findings in this particular topic.In this paper, we use literature, observation, surveys, expert interviews, field visits, and logical science research methods. On the occasion of the Qingdao New Years 10000 men trek and Spring City rescue team annual general meeting we issued questionnaires for outdoor enthusiasts. We carried out the returned questionnaires screening, at the same time we tested the reliability and validity of the answers. We also calculated the frequency statistics of the valid questionnaires using Microsoft excel. Expert interviews were conducted using both face to face and telephonic methods. We visited the managers of scenic places in Jinan, Linyi, Qingdao, Tai’an and other cities; as well as the heads of outdoor relief organisations, associated professor of Shandong Institute of Sport. Therefore we gathered a lot of first hand information.Based on our research, we can draw the following conclusions: The current non-governmental relief organizations, Shandong Province, play an important role in the outdoor rescue, but its development needs to be improved; Registration procedures are very complicated, civil outdoor relief organizations face difficult legal authentication system shackles; Lack of operating funds to carry out civil restrict the operation of outdoor relief organizations and rescue work; Lack of relevant policies and regulations to make the rescue work of civil society organizations hidden hazards; The vast majority of nongovernmental aid organizations lack the organization’s internal management practices; Lack of uniform certification evaluation criteria of qualification of civil rescue team and rescue activities; Private outdoor rescue team of organizers to play a central role in the development aid organizations; The development of the current social structure of outdoor relief NGOs dependence on government.
