As the secondary vocational education reform goes on, the aim, as well as the structure, the content and the methods of student evaluation of the English teaching in the secondary vocational schools, also meets t new requirements. This means that the secondary vocational schools’ English teachers should correctly handle the relationship between teaching and learning to improve the effectiveness of their teaching. And this also requires the function of the secondary vocational schools’English Teaching & Learning Research Groups’ further developed. However, because of the restriction of various factors, the secondary vocational schools’English Teaching & Learning Research Groups failed to fully play its positive role.In this situation, the author focuses on the construction of the secondary vocational schools’ English Teaching & Learning Research Group, using methods like literature survey, personal interview, action research and questionnaire survey to get to know its current situation, to find out its construction problems, to analysis the restriction factors, and finally, to put forward the countermeasures.The author believes that organizing rich and colorful activities, strengthening the teachers’ professional cooperation, attaching great importance to the leadership of the group leader and improving the management mechanism and the teachers’ training system can promote the development of the secondary vocational schools’ English Teaching & Learning Research Group. And they are the five key points to implement the new curriculum reform of secondary vocational school teaching.
