In the 21 st century, the trend from management theory to study organizational culture and university culture craze. Currently, the pursuit of excellence in education and management efficiency, improve the quality of university education has become the world’s higher education reform goals. With college management system, China’s development and the gradual deepening of reform and explore effective management university is more theoretical issues researchers and educators concerned. Given China’s basic national conditions of higher education, making emphasis on the quality of higher education in China’s reform and development of higher education a top priority. Establishment of colleges of advanced cultural taste, how to strengthen the management of the University of cultural influence to effectively promote the scientific development of the University, for exploring cultural management research and practice of universities is an important practical issue.Culture is the blood of a country, is the cornerstone of national innovation. University culture is the soul of a university is the University of intrinsic motivation and source of knowledge and innovation, is the most important university soft power.
