In the 21 st century, the reform of our basic education curriculum is deepening, with the implementation of the state, local and school curriculum management system, physical education school-based curriculum is developed as a special course for showing the basic education curriculum. The school should combine traditional features and resources of the school, use the "Decision by the State Council on Basic Education Reform and Development"(No 21 Document in 2001 of the State Council) as the legal basis for reform of basic education curriculum.At present, the development of school-based currilum needs to improve its theoritical explorations and pratical operations. But with the numerous educators’ great efforts, they have published many papers and works of school-based curricum, and this means that the development of school-based curriculum have achieved some remarkable results.This reaserch makes a study of the measurements of school-based physical education curriculum taken by Karamay NO.13 Middle School through questionnarie, comparison and literature review; By analysing the results of school-based curriculum development in NO. 3 Middle School. Wu Han, the research will find out the weaknesses and gaps in No.13 Middle School, and the effective methods to improve its school-based physical education curriculum. By doing this, it will provide a theoretical basis for Karamay secondary schools and more areas of the country schools and practical referenc. The following are conclusions:First one is that the development and improvement of school-based physical education curriculum in the Middle Schools of Karamy should be based on the "Karamay" 12 th Five-Year "education reform and development plan", catch the chance-----for the development of education in our city that "all children receive a better education, so that all children enjoy a happy life". And meet the student’s normal growth and development needs.Second one is that there are many advantages in Karamay, including sports ficilities, various policies and experienced teachers. During the process, every school should pay attention to building up the evaluation system, stimulating teachers’ devotion and their subjective consciousness.Third one is that according to different situations, each school should speeden the development of school-based curriculum system, enrich its single teaching form and bring in some advanced experience.Last one is that the evaluation system is the weakest part in the development of school-based curriculum, therefore each school should make full use of its rich resources and various evaluation methods to achieve its aims.
