As the market demand of practical technical talents is growing heavier, the State Council announced in 2014 to speed up local colleges transforming and focus on undergraduate professional education, which is also the higher education development tendency, the key point is the develop of “Double Qualification” Teaching Group during innovation, however the” Double Qualification” Teaching Group construction is becoming the weakness of transforming up to now.Gansu province has begun to form the basic idea about part provincial colleges point transform since 2011.And the formal implementation was determined in 2014.In order to master the existing problems about construction of "Double Qualification" Teaching Group in Gansu province local under-graduated point transformation colleges. This research on the relevant system and measures security of transformation in under-graduate colleges. Not only through the literature review, interview, questionnaire survey, but also attitude about “Double Qualification” Teaching Group were investigated by teachers, etc. This study do a research about Gansu local transformation in under-graduate colleges, object to transformation colleges and teachers by questionnaire survey. Also to “double type” teachers in interview. Through the sorting of interview and questionnaires’ data statistics, the study found the weakness of the transformation college in different degrees. The number of “double type” teachers inadequate and the source of the funds is single; The connotation of transformation colleges as “double type” awareness insufficient and qualifications authentication system has not been established in “double type” teachers; “Double type” teaching management is not in place and insufficient special funds for construction of “double type” teacher; The absence of security system and original curriculum teachers transform to “double type” teachers is difficult. And partial “double type” teachers have vague recognition in training system; The application-oriented colleges provides insufficient training and mechanism of college-enterprise cooperation in “Double Qualification” Teacher Group is not perfect etc. These urgent problems about construction of “double type” teachers in transformation colleges that needed to be addressed. Based on the analysis, the research proposes countermeasures about policy perfectness and colleges’ management and specialty construction as well as cooperation between college and enterprise from four aspects as follows.First of all, policy played a guiding role to perfecting the qualification authentication system and implementation of personnel system. Second, to perfecting cultivation mechanism of transformation colleges, we must strengthen the training of teachers’ professionalization and increase more special funds, also to improve the management system. Third, standardized specialty construction and management to improve the “Double Qualification” Teachers’ comprehensive quality. Fourth, conduct the platform of colleges-enterprise and establish the cooperation mechanism in order to training “Double Qualification” Teachers.
