Since November,2011, our county have started to launch the regular registration system of certification for teachers.This means that the construcion of teachers in our country has enered a new stage.The regular tegistration system can improve the "life-long tenure" and other defects.lt is seen by many as a landmark moment in teacher qualification system reform process.The system is beneficial for the specialization building of teachers troops and raising teachers quality.This paper will according to the research achievements at home and abroad, analyze the teacher regular registration system background and theoretical basis.Then select Zhejiang Province, Hubei Province, Hebei Province as the research object, supplemented by telephone interviews,found that:the work is just coasting along and gaind the understanding and kindness from the vast majority of teachers.But there are still some specific problems have yet to be solved. Otherwise it will affect the effect of the implementation of the system. These problems are the teacher qualification certificate mistakes, the lack of regular registration system, the registration examination lack of effective,and the registration results lack of lacks workability.Based on the above findings, this paper try to made recommendations from the view of "the system usefulness"to improvement the regular registration system.Firstly, conscientiously implement the teacher qualification system,improve the acquisition of certificate standard to ensure the quality of teacher qualification certificate. Secondly, enrich the implementation details of regular registration system,such as registration scope, registration granularity, the registration management organization and so on. Thirdly, improved registration examination promotes the teacher career development. Fourthly, distinguish between the registration results to ensure the efficiency of system reform.
