With the intensification of reform in school-based PE curricular,The degree of public attention about school sports increasing, to enhance the students’ physical fitness,promoting the professional development of physical education teachers,the Shanghai municipality has launched the new method called“Specialized PE Education for Senior High Schools”from 2013,this is undoubtedly put forward higher requirements of the PE teachers’ professional ability.In order to better implement this new program in Shanghai and meet the growing demand for physical education in schools,the Education Departments and schools should strengthen the training of physical education teachers’ professional ability,to explore the Physical Education teachers’ ability in new modes,this will not only contribute greatly to the practice of this rule itself but also to the professional development of PE teachers.Combining a study on bibliographic data,a questionnaire-based method and the application of mathematical statistics,this research will targets the new condition that appears in the practical teaching of this specialized project in Shanghai and the question of how to raise the professional ability of PE teachers,by surveying these teachers in terms of their knowledge structure,skill structure,and quality structure. The basic conclusion is as follows: 1, For the purpose of better implementation of the specialized PE education program in high schools, most respondents believe that the professional ability Standard should be developed as soon as possible matches the Shanghai Physical Education Teachers’ high school sports special "Teaching, to be standardized for physical education teachers should have the expertise, quantitative, so as to raise their professional quality. But opinions vary between experts and teachers as to whether it is necessary to establish a special authoritative association of professional ability standards for PE teachers, since teachers mostly agree to do so while the majority of experts remain neutral or negative to this suggestion. 2, Most experts believe that the current equipment of professional PE teachers and their overall professional quality fail to satisfy the demand for specialized PE education in high schools. While at the same time, most teachers hold that their own professional quality needs improvement, since their current quality can only meet the basic requirement for specialized teaching. In order to enhance the development of specialized PE education in Shanghai high schools, a professional, systematic training of these PE teachers in a timely manner should be in place there. 3, Experts and teachers agree upon that the implementation of special teaching in shanghai about the physical education teachers’ professional ability should include knowledge structure, skill structure and quality structure, with emphasis focused upon skill structure. The knowledge structure consists of knowledge on training and organization of competitions(7 items), scientific knowledge on human bodies(6 items), knowledge on physical and cultural education(6 items), basic knowledge on science(6 items); skill structure includes: specialized skills(12 items), ability of education and evaluation(15 items), ability of training, competition and judgment(6 items), innovation(3 items); quality structure includes: physical and mental quality(4 items), professional quality(6 items), human quality(2 items) and ethic quality(3 items). 4, The difference in social roles of different groups leads to the difference in the focus of this professional ability standardized system for PE teachers in Shanghai. While the PE teachers constantly improve their own professional capacity, according to the special characteristics of the sports taught,targeted to improve the appropriate professional capacity. As for the indexes concerning the professional associations of standardized skills of PE teachers, they remains to be worked out in detail according to various opinions during the formulation process in the future.
