Twenty-first Century is an era of knowledge explosion, the velocity update knowledge quickly, need is the all-round development with innovative spirit and practical ability of talent, need is to have the ability of lifelong learning of people. The center of gravity of school education is no longer the church student fixed knowledge but to teach students how to acquire knowledge, gain the ability of learning to learn is the goal, but the traditional biology textbooks emphasis on education, it is difficult to adapt to the development trend of modern education, but also difficult to cultivate students creative spirit and ability of lifelong learning."The Japanese (juridical) textbook research center first put forward the concept of learning materials ". In1995, Japanese scholar Gao Cangxiang in the "on" learning material "as the textbook function based research" report, presented as "five major functions of learning material" textbook:"that is arousing desire to learn function, prompt study topic function, prompting function, promote the learning method of personalized learning and individualized the function, the consolidation of learning function." Teaching material construction is the inevitable trend of the development of the reform of the teaching materials. Learning material is based on previous textbook teaching, is more conducive to student learning. The author through the study of relevant learning materials of the article, we found that the construction of the teaching material is the inevitable trend of the development of teaching materials, in various countries have received attention in the compilation of textbooks. But still only stay in the theoretical basis, and did not really write a learning material. The second part discusses the theoretical basis of teaching material construction, including the theory of constructivism, humanism teaching theory, multiple intelligence theory, the constructivism theory and the teaching theory of humanism on the impact of learning material construction is biggest, the theory of multiple intelligences is the best interpretation of the quality of education, have very important inspiration significance to pay attention to the students’ in need of learning material construction. In addition, teaching material construction needs to the curriculum standard as the basis, but also to meet the high school student’s cognitive development regularity and psychological characteristics, and learning materials must conform to the biological characteristics of compiling the subject. The third part of this paper is the theoretical basis of the second part based on that learning materials, prepared by the principles, including readability, interest, enlightening, exploratory, life etc.. The fourth part of this paper is the theoretical basis and the principles of writing learning materials based on the construction of high school biology textbooks, with required2"sex linked inheritance" section as an example, write this section of the learning materials. Then the fifth part put forward some suggestions on the implementation of the teaching material construction, mainly from three aspects:teaching material writers should improve their own team quality, always keep in mind the students; teacher is the link between the students and teaching materials, should play its due function, improve their own quality; students should develop their own subjective initiative sex, actively into learning to, change from passive to active, to truly become the main body of learning.
