The change of the school operating system reflects not only the education value orientation but also the relationship of the country, the society and the school in different times. Since the reform and opening policy, our country’s basic education has been developing fast and had great achievements. But all just show the increase in number,actually there is a conflict between the quality and the quantity. The shortage of the high-quality educational resource directly leads to the imbalance between supply and demand in basic education which stems from the government—oriented management system. The government monopoly supply means the inefficiency in educational management system and people’s diverse needs can’t be satisfied which needs the governance in public schools. Based on the case, we search for the implementation of the governance in order to offer the reference for improving the governance modes of public schools in basic education.Through the analysis of Linhai public schools, we find Linhai educational need motivation appears diversified and that people pursue high-quality education warmly.But the main reason about imbalance of high-quality education resource is the dualistic structure between the urban and the rural. However, how to solve this problem depends on the interactive, cooperative, antistatic and multiple governance modes among the government, society and school. It is feasible to have governance in Linhai public schools because of the government decentralization in educational area, the wide participation of intermediary organizations and schools’ independent management.Based on the above study, we offer some suggestions about improving the governance in public schools: 1. To construct the urban-rural educational integration in order to break the barrier of the urban-rural education for the better mutual communication and interaction. 2. To build the mode of the teacher follow governance for developing the balance of high-quality education which can solve the teachers’ job burnout, promote the school-level communication and also activate the school development. 3. To build the mode of the Public-Private Partnership like charter schools,education voucher and government’s purchasing educational service for the better educational fairness.
