High school education to diversity, individualization, and the chief of this transformation is the curriculum reform,which is a global issue. In2001, China implement eighth times of the curriculum reform, increase the flexibility and adaptability of the curriculum. But after ten years of reform and exploration, have little effect. National long-term education development plan(2010-2012), once again stressed the diversification and specialization development direction of senior high school. Under the ministry of education authorized 2011 in Zhejiang province took the lead in the pilot featured high school created, followed by the aggravatening of curriculum innovation. This study attempts to follow the current reformation, taking Dongtou county first middle school as an example, to explore the characteristics of the school to create the background, the growth of school-based curriculum of school curriculum planning andsuccessful experience and facing difficulties, thus raise numerous answers and advances.This paper consists of five section :The first is the introduction. This part adopts the literature analysis method The background of the exposition of the subject put forward, explains the research meaning, clear features of high school,the school curriculum planning and the development of school-based curriculum and other related concepts. Through the literature in domestic and foreign country on the tease, to grasp the present situation of domestic and foreign correlation studies, thus illustrating aim at this topic research and thinking.The second part describes the process of British Specialist school development and Chinese Specialist school development, on this basis,summed up the essential character of Specialist school: The pursuit of education diversification, to offer more selects, promote students comprehensive and personality development is the direct motivation;provide more selects, to promote students comprehensive and personality development is the direct motivation; construct characteristic curriculum system is a fundamental path of development Specialist school;The richness and diversity of school-based curriculum to satisfied the diverse demands of Teenagers; to upgrade the whole quality education school is the ultimate appeal.The third part explores the creation Specialist in the background of the high school in Wenzhou City, Dongtou first middle school as an example of the analysis of the three steps of school curriculum planning:from the talent training goal setting, Refining of school characteristics, to go to the school curriculum structure frame. The school curriculum is divided into three parts: a core curriculum(National Curriculum) and elective courses(school-based curriculum) the three part and the extracurricular activities. The characteristics of marine culture elective courses include four course groups: Marine Science Inquiry Curriculum Group, Haizi talent course group, marine trait conservation course group and marine skills course group.The fourth part discusses the characteristics of the course system of school-based curriculum development excellent course in Zhejiang province The Charming of Dongtou-- into the marine biological as an example, searching development process of the school-based curriculum and administration mechanism, From the development of school-based curriculum reason, make sure the curriculum objectives, content selection and plan to the curriculum actualizion and Assessment.The fifth part dissect the Specialist of the high school curriculum planning and the growth of school-based curriculum, the accumulation of experience and the existing problems and raise countermoves and advices:should play the planning, coordination and the effect of theresources allocation; Narrow national curriculum scale, expand the scale of elective courses,then take notice of each other between classes; Through characteristic courses and stronger characteristic discipline, through high quality characteristic disciplines comprehensively enhance education’s quality; Using the outside school resources availably etc.
