The report of the17th Session of the General Assembly claims “putting forwardremote education and further education, and setting up a learning-oriented society thatevery citizen is committed to learning and pursues lifelong learning”. It directs for thedevelopment of further edcation. Meanwhile, National Platform for medium andlong-term educational reform and development plan claims “accelerating furthereducation reform and promoting human recorce to strenghthen the country”. Itdefines not only the direction but also the core, mission and the goal of the furthereducation, i.e., deepening the reform. Therefore, there is a long way to go for furthereducation.Further education has made great contribution to cultivating a large number oftalents for the economic construction and social development, especially in aspects offurther education certificates and practical training for new technology and newtechniques. There forms a relative well-established certificate education system,giving priority to certificate education, supplemented by training education. However,with the rapid and continous development of economy in China, the development ofhigher education is in explosion and in a rapid speed in a popular style. On thecontrary, the scale of certificate education in further education declines and meetsmany problems and controdictions. Especially in recent years, with the marketizationof further education putting forward, there appear the conflicts between the attributeof higher education for public welfare application and the market competition offurther education, and there exists the deviation on defining the position, status androle of further education. Under the market competition, it is necessary to reform the managing system and operating system of further education. As for the quality oftalent education, the overcompetition has overdrafted the public credibility for furthereducation, so it greatly damaged the existing and developing environment of furthereducation.The urgent problem to solve now is how to standerize the development of higherfurther education, cohering to its essential attribute, and how to play its role instrenghthen the country with human rescource, which is beneficial to constructing alearning-oriented society. From the writer’s point of view, only by strategicmanagement of further education and promoting management on education quality,can we meet the requirements by the Party Central Community.In the continuing education work in higher education, to implement strategicmanagement, to continue external education macro environment, industrialenvironment and the internal situation of a detailed analysis, find out the existingproblems, and puts forward the reasonable for problem of solving strategy. Thepaper is mainly to the L provincial government’s college of S, through the analysisof S College of political and legal environment, cultural environment,technical factors, to determine the trend and direction for the future developmentof continuing education. Analysis of continuing education of industry environmenton the whole S College, mainly through the Potter five forces analysis, to furtherdeepen the S College continuing education development disturbance to theunderstanding of many factors. The analysis of the internal and the continuingeducation of the S College is more clear, the development of its business project,personnel, financial status, core competence, professional guide, industrydevelopment prospects are analyzed in detail, especially the analysis of theadvantages and disadvantages of the business project, to further understandinevitability and necessity of continuing educationstrategy implementation management. In the aspect of strategy selection of S College, the paper focus on solvingpractical problems, In the view of the present problems, formulate thecorresponding strategy. The first term of in the internal mechanism, make theappropriate adjustments, in order to meet the needs of the implementation of thestrategy. But team building needs to be strengthened, mainly through learning andtraining, improve staff business ability, through the introduction of staff, toimprove staff structure. In business terms of projects, the use of market strategy andmarketing strategy clear, through business integration, make the resource allocation issubject to the needs of the development of the market through the strengtheningof market analysis, combined with its advantages, vigorously implement thedifferentiation strategy, by strengthening the development of dislocation ofmarket, using the advantages of S College of electric power industry school, on theformation of local market monopoly advantage.In the market competition of continuing education, strengthen the sense ofquality, in continuing education in higher education, the implementation of totalquality management. In view of the present part of college units to sacrifice qualityfor the short-sighted behavior of the market share, in addition to governmentdepartments need to be strong constraints, through quality process control and effectanalysis, to achieve the purpose of enhancing the training standards.The thesis consists of five chapters:The first chapter: Introduction. It introduces the study significance, review,contents and methods, etc.The second chapter: dependency theories of strategic education management. Itfirstly analyses the connotation and characteristics of further education and the relateddefinitions and properties of strategic management, and then it introduces the mainindex of educational quality management.The third chapter: the strategic analysis of further education by S Institute. It analyses the macro environment that influences the further education, and then theindustrial environment and the internal analysis finally.The fourth chapter: the status and the problems of further education managementof S Institute. It introduces the status and the problems in further educationmanagement of S Institute.The fifth chapter: the strategic choice of futher eduction of S Institute. Itproposes the optional strategic solutions to the problems above according to the statusof S Institute.
