With the development of undergraduate education, the increasing enrollment of undergraduate college and lower entrance of undergraduate college, more and more students go to the college to receive higher education.The elite education of undergraduate education becomes normal gradually. At the same time, a large number of ensuing poverty students increasing all the time, so the problems about them are prominent gradually. The state of the impoverished students assistance has also been increasing, the funding for education of poor students in to rescue the special also increases year by year. It’s also included in the re evaluation index should be students of the universities. However, the undergraduate college needy students’assistance system in China is still needs improvement, and all colleges and universities in the process of implementing the policy for relief of poor students and many places not just as one wish because of different kinds of reasons. In order to study the Aid System for Poor Students better in universities, analysis the reasons for the existing problems carefully, in-depth study of the strategy, provide better assistance system, it’s also the responsibility and mission as an undergraduate college educators and students bounden.Since the Charging System of Higher Education has been carrying out in1985, the system has experienced from scratch, from local to the national during the promotion, has received great achievements, conformed to the historical trend of educational development, expanded the scale of higher education, and improved the shortage of education funds. Because of the system’s implementation, it’s accompanied by the emergence of a large number of poor students. The current situation of China, although some achievements of the relief of poverty students. However, on the whole, the stress of this situation has not been improved fundamentally. The emergence of this situation has caused by various reasons:the government, universities, community groups, families, individuals and so on. At the same time, Poor Student Aid System is mostly on the economic level, of the impoverished students in consciousness, psychological attention is still not enough. In this study, the integrated use of multidisciplinary theories, by using the method of literature research combined with empirical research, qualitative analysis combined with quantitative analysis. Starting from the history of student aid poor undergraduate colleges and universities, on the correct understanding of the current situation of student aid based poverty undergraduate colleges, the existence of carding undergraduate colleges salvage system for poor students of the problem, through the problems and present situation, mining and analysis of internal reasons causing these problems, and based on our country university student aid policy to grasp, especially HeFei Normal University actual situation of poverty relief students understanding, from the four aspects of government, society, school, individual, put forward specific strategies to optimize the undergraduate course colleges and Universities Poor Students’ Aid System, to provide theoretical and practice reference to perfect the aid system for poor students in our school’s undergraduate college.According to the operation of China’s Poor Student Sid System, effective suggestions were put forward by the analysis and research as follows:strengthening the government actions to perfect relief system (set up education bank, issuing educational bonds, the establishment of university education foundation, improve the work study level); improving the definition of poor students mechanism (i.e.. the Establishment of the National Personal Credit System Network); optimizing the Poor Students Assistance Policy System; more humanistic care for poor students in the ideological and political work (to strengthen the psychological education); exploring new ways of aid for poor students (issuing education lottery, the implementation of the elastic study system). The poor students in the future trend of development assistance system prospect, the author on the basis of the analysis; the test will be in harmony, conducting a feasibility analysis, and presents suggestions.
