The problem on university poor student becomes severe day by day. To study poor university students' subsidy problem, to assess the operational efficiency of the current subsidy policy and to construct poor university students' subsidy system in an all-round way are very urgent and important subjects at present. Strengthening the study on the subsidy to poor university students has extremely important theoretical and realistic meanings. On one hand, it enriches and develops the theory of education justice and education investment, widens the research vision of the discipline, explores the subsidy mode with Chinese characteristics. On the other hand, as to solving poor university students' problem of enrollment and growing up conscientiously, it helps to perfect the subsidy policy and system of higher education, to realize the education justice, to maintain the social stability, and to bring about an advance in society.The first part mainly deals with the importance for study on the problem about poor college students. It was discussed from several different aspects, social, higher education, political ideology education and poor college students themselves, to clarify significance of the study. This is necessary for maintaining the stability and progress of society, deepening the reform and development of higher education, improving the utility value of political ideology education in college, and guaranteeing the growth of poor college students healthily.The second part was involved about the main cause of poor college students. We discussed the the subsidy mode and the present situation in College. Meanwhile, we find the seven main problems solving pooruniversity students' problem.The third part is about how to deal with the problem college students' poverty. To aim directly at the cause of college students' poverty, considering current situation, we deliver many methods described below:Our government should enforce the supervision and adjustment of education, to perfect the supporting system in colleges and universities, the price system should be rebuilt reasonably, the distribution system of income should be reformed, the knowledge should be capitalized, the ability of repaying loan should be enforced, and the willing of paying tuition should be enforced, the principle of cost should be made efficiently, the cost of higher education should be reduced sufficiently. The policy of supporting should be perfected to ensure the fairness of education, the public education should be advocated;The colleges and universities should help students to build-up health psychology, build-up their character of honest, and establish education system of training honest students;the branches of government should make great effort to establish mechanism to get funds in various ways to assist poor students in colleges and universities and perfect personal credit system.
