The preschool education is on the one hand the beginning of one’s whole-life education, and on the other hand, lays the foundation of the compulsory education. An impeccable education system is good for the whole-life development, and exerts a positive influence on the improvement of nation’s quality and the harmony of the society. In order to promote the development of preschool education, The State Council put forward that we should insist on the principle of generalized policy of preferences. The theme of this thesis is to explore the implementation ways of the generalized policy of preferences in preschool education field.On the basis of predecessors’study, this thesis analyzed the current situation of the preschool education in Anhui province through methods of document study, comparative analysis and statistical analysis and put forward that there are still some problems in Anhui’s preschool education development, such as the low proportion of fiscal investment, the unreasonable distribution of preschool education resources, the insufficient cultivation of teachers and the inadequate guarantee mechanism of public kindergarten.Through the analysis of Jiangsu’s preschool education development, this thesis suggested that Anhui could learn the advanced experience, supply enough fiscal investment, attach importance to the improvement of preschool education quality, secure the treatment of kindergarten teachers, popularize preschool education in rural area and reform the system of kindergarten.At last, through learning from the advanced area’s experience, in order to make a contribution to the development of preschool education in Anhui province, this thesis put forward that Anhui should implement the government’s duty, integrate the preschool education into compulsory education system; increase the input to the preschool education especially the input of fiscal investment; distribute the preschool education resources reasonably to narrow the gap between the rural and the urban area, and the gap between regions; strengthen the cultivation of kindergarten teachers; strengthen supervision and management of preschool education development; promote the development of multisystem of kindergarten focusing on public kindergartens and inclusive privately-operated kindergartens.
