The Study On The Quality Assurance System Of American KIPP Schools

As a new type of charter school, KIPP is a kind of school type that has been particularly interested in the American public elementary education reform. Based on the attention of American society towards to the educational quality and fairness of the low-income family and minor-ethnic children, KIPP schools have gotten achievements on deepening the education fair ideas and improving the vulnerable students’ academic performance, which has been acclaimed by the whole society.From two aspects of external and internal assurance, this thesis mainly studies the framework of KIPP’s quality guarantee system and its operation mechanism and summarizes its developed achievements and features. It also discusses that in what kind of quality guarantee system can the KIPP schools actually protect education fairness of vulnerable group and to improve the quality of education.Chapter 1, This part will review the development of KIPP schools and their matrix object – the charter schools. Clearing the purpose of their creative purpose and spirit, a comprehensive elaboration is made about the current situation of KIPP schools.Chapter 2, This part is about the American KIPP school quality guarantee system architecture. This chapter starts with three basic elements of the guarantee subject, security content and way of support to deeply discuss that the quality of KIPP school: who is protected,what is protected and how to guarantee security process. This part also analyzes influence factors of the internal and external KIPP school’s organization boundary.Chapter 3, This part is to clear that KIPP school quality assurance system operation mechanism is realized through four aspects of the education quality assurance, the government’s instrumental control, the market spontaneous behavior and the social participation supervision, and to discuss the relationship between these four aspects.Chapter 4, This part is to discuss the achievements and characteristics of KIPP schools. By comparing the students’ academic achievement of American traditional public schools, general charter schools and KIPP schools, it will show us the KIPP students’ excellent performance.Conclusion, exploring the unique contribution that the KIPP schools have made on the realization of education fairness and improvement of the quality of education.
