With the university education mode gradually changes from "elite education" to "mass education", people in all circles focus on university education quality. College teacher performance appraisal is an important part of university reform and personnel management, related to the vital interests of teachers, a direct impact on the quality of education in universities and colleges and universities to improve the overall level. So in order to continue to promote the healthy development of higher education, we must continue to promote the reform of the personnel management system and strengthening the construction of university faculty. Although Chinese universities began to pay attention to the teacher performance assessment, majority of colleges and universities have established basically teaching performance appraisal system, but in general due to the lack of scientific and effective instruction method, the index system is not perfect, there are still drawbacks in the assessment process. Today’s society, government and academia always try their best to mobilize every college teacher initiative, enthusiasm and creativity, the development of scientific and effective performance appraisal system for university teachers is an important task of the current urgent need to complete college.At present, more and more scholars are studying for the academic university teacher performance evaluation. The compilation of relevant research literature found that most experts and scholars point to focus on aspects of college teachers performance assessment purposes, methods, problems, etc., and they have made a decisive contribution. However, these concerns are more literature teachers work in the past, representing a lack of research on the future development of teachers. In addition, most of these studies, the presence of domestic and heavy theory, light practice questions.According to human resource management theory and methods on performance appraisal, performance appraisal particularity of university teachers, from the teaching and research functions to achieve colleges to take Guangxi Normal University, as example, by 19 college teachers questionnaire use survey research, and by using SPSS Statistics 17.0 software to collect data collation, analysis of the reasons college teachers performance appraisal process of implementation problems and issues formation and suggest measures for improvement in order to build a scientific and rational university teachers the performance appraisal program.First of all, the performance appraisal universities analyzed the problems, these problems include assessment index design is not reasonable; there is no clear assessment of targeting, re-examination results, the assessment process light, heavy collective assessment, individual assessment light, heavy achieve organizational goals light teacher autonomy development, heavy research, light teaching; transparency and interactive assessment is not enough; appraisal system "across the board" and ignored the subject differences; appraisal cycle, and so is not reasonable. Then, analyze the reasons for the formation of university teachers performance appraisal issues, mainly influenced by the traditional management concepts, and scientific management level is not enough, the school formed a utilitarian-oriented teacher evaluation system, the implementation of simple and requires teacher evaluation and performance appraisal is complexity of contradiction and so on. Finally, comments and suggestions to improve the analysis based on the results obtained. First, the introduction of advanced management concepts, learn from foreign experience in performance management of teachers; second, adhere to the correct management-oriented, clear assessment purposes, to strengthen transparency and interactive assessment, performance appraisal should firmness and flexibility, focus on teachers’ personal values; Third, develop a reasonable performance evaluation index system of science teachers, college and individuals from two levels of design performance evaluation index, individual assessment and collective assessment of the combination of research and teaching evaluation system must simultaneously, the qualitative evaluation and quantitative evaluation of the combination, both quantity and heavy weight quality, taking into account the quantitative indicators of teacher performance appraisal should "temper justice has degrees", improve the performance appraisal cycle; fourth, the incentive mechanism to improve the performance appraisal.
