| China is not only the world’s most populous country in the elderly, the disabled is also the most.By the end of 2012, the population of the old aged 60 and above has reached 194 million,the proportion of total population 14.3%.The elderly disabled is a special group. According to the national bureau of statistics, the elderly disabled people accounted for 24.43% of the elderly population.Since the implement of the family planning policy in 80’s, the resulting increase in the number of "4-2-1" structure family, more and more old people choose check-in endowment institutions. The existence of elderly disabled people put forward higher request to the pension service.Welfare endowment institutions play an important role. But at present our country’s pension institutions mainly stay in nursing service, there is no special attention to the spiritual needs of old people.Select Z county welfare which under the background of "Three Project" as a research platform.The author consulted a large number of literature,through in-depth interviews to understand special requirements of every disabled old man.With integration of various resources,the author designed a series of professional social work plans to provide service for the staff and the disabled old man.The author wanted to built a comprehensive and effective resource system to support the disabled old man,to better meet the spiritual requirements of disabled elderly and to enrich their entertainment life.The main social work intervention measures including the following aspects. One is to help the institution to establish and standardize the daily service spreadsheet,to reduce the work load of service personnel;carry out series of service professional training for personnel,to improve their professional service level and promote the service standardization. The second is to carry out different type of daily activities to enrich welfare disabled old people daily life; Three is to develop individual, group, theme activities and other professional social work service. Four is link to resources, formulate complete construction scheme of volunteers, and at the same time to mobilize local media resources for publicity, in order to improve the social recognition of social work and "Three Project".A series of social work practice intervention in the Welfare homes caused the author’s reflection. The author thinks that the" Three Project" shall continue and help outlying and poverty-stricken areas, frontier national regions and the old revolutionary base areas to establish a perfect social work service support network, narrow the underdeveloped regions of the country and the economic gap between the level of social work in developed regions.The service experience in welfare home makes the author to realize "Three Project" should pay attention to mining the local initiative of social work development and local advantage,Adhere to the "top-down" with the combination of "bottom-up" model of development. Z county welfare pension mode and the "Three Project" project experience is worth promoting, but other areas should pay attention to more local specific circumstances, specific treatment.Hope this exploratory research, can promote similar to the welfare of the Z county welfare pension institutions in the "Three Project" continue develop, can make the disabled elderly people live their retirement life happy and safe. |
