Research On Chinese Colleges And Universities’ De-administration In The View Of Public Governance

Higher education is an important force to promote the Chinese characteristic socialist construction, but due to historical and cultural reasons, management systems, the universities in our country have an obvious administerization, which has brought serious academic corruption and bureaucracy to higher education institutions, fuzzy position and values. In the macro background of deepening the reform of comprehensive university, de-administration reform in universities has become the focus of social concern. At present, in the view of public governance, promoting China’s colleges and universities’ de-administration must make the transition from control to governance, realize the diversification of subject and the network governance structure, which are not only the fundamental requirements of deepening the reform comprehensively but also the real appeal to deepen educational reform.This paper uses the literature research method, comparative research method and the standard research method and other research methods. This paper will be developed in the view of public governance and treat de-administration in higher education institutions as the research object, along the basic ideas from find questions, Analysis of the problem to solve the problem. It also discriminates the concept of University administration, de-administration and public governance of education, elaborates the necessity of university de-administration, analyses of external and internal performance of university administration, points out that the influence of traditional factors, is the reason for the existence of imbalance, while the imbalance of governance structure, deficiency in governance system, lack of governance capacity and resistance in management system are the current difficulties for universities’ de-administrative.Regarding modernization of governance system and governance capability as the key, legalization as the assurance, comprehensively deepen reform as the means are the guiding ideologies of Chinese colleges and universities’ de-administration currently, we must adhere to the basic principles of establishing university by scholarship, common governance and professors’ academic governance. In the view of public governance, the de-administration in colleges and universities should be done through correctly handling the relationship between government and university, speeding up to transform national higher education management system, constructing the internal governance structure of universities with “multiple subjects” as its center, accelerating university law school and other aspects.
