With the rapid of college enrollment, the college graduates of University increase. Because the employment needs of college students exist the geographical disparities, the contradiction of employment discrimination highlight, students’ quality varies greatly, and the concept of the employment complexs, the phenomena results in the increased pressure of college students each year, and overall employment situation is not optimistic. How to solve the employment of college students has become a topic of concern to society in general. As local government is the primary responsibility in the employment of college students, it is required to provide public goods in the employment of university students, and how to maintain the fairness of university students in the employment, and how to avoid "government failure." For graduate employment, local governments should be within the range of what kind of responsibility in order to effectively perform their functions?Taking disciplinary perspectives economics, public administration, law, etc, I analysis that Local Government assumes responsibility for students’ employment limited liability, and the limited government theory, the theory of local government authority is limited and the limited capacity of local governments based on the theory, and analysis the local government that can only play an effective role within the scope of government functions. Followed by students’ employment market failure, students’ employment inequities, the changing of the system and the development of students’ employment relationship between education and employment analyzes the necessity of college graduates employment service in local government to fulfill the limited liability. According to the principle of responsibilities and rights agreement, the principle of effectiveness and flexibility principle determine local governments to fulfill the content of limited liability in the students’ employment services: the local economic, the labor market and the employment security system. According to the main functions of the university student employment services in local government with limited liability:Students broaden employment channels, implementing entrepreneurship and employment programs, good employment services and assistance to strengthen the protection of employment rights, analyzing the current situation of local governments to promote the employment of university students with limited liability, pointing out that Graduate Employment Services in local government to fulfill the main problems existing in the limited liability: the responsibility vacancy, the responsibility offside and the responsibility dislocation. Lack of responsibility of local government discusses the causes:the limited powers of local government, the limited capacity of the administrative system and mechanism barriers, lack of effective supervision.
