This paper is based on the field investigation about the school-based curriculum development of Xinglongtai Xibe nine-year education schools. Following the theory of cultural analysis, the author had a research on the development of school-based curriculum. The school-based curriculum development is gradually formed with the development of the regurgitation-feedingpropagation between northeast and northwest. Due to the difference of civilization between two nations, the school-based curriculum development constructing a integrated curriculum system that includes foundation courses and specialized courses. The foundation courses include a required course named Xibo Language which contains many Xibe songs, and an activity curriculum named Xibe gymnastics, the specialized courses is the elective course called "MukeDeng " art troupe; the curriculum system is the foundation of cultivating inheritor for Xibe music in northeast.As The School-based Curriculum plays an efficient role in the cultural heritage, it is a Component of the construction of ethnic identity. But due to the cultural differences between the two regions, the school-based curriculum development of this school faceadverseconditions such as the lack of qualified teacher, and the curriculum lack continuity. Based on the theory of culture analysis, the author makes suggestions directly to the developer on how to improve it, such as the Construction of School-based curriculum community, the returning to life world of curriculum implementation, and the development of microlecture school-based curriculum of Xibe music.
