Education minister Yuan Guiren said: "the balanced development of compulsory education effect of education fair and the education quality, relates to the vital interests oft the parents and students." The balanced development of education is not only a big concern of the government, but also the vital problem to thousands of households. Between the different schools, many differences forcing people to continue to explore ways to so-lve the problem. How to reduce the differences between regions, how to strengthen the inter school cooperation, how to alleviate the problem of resource distribution is not bal anced, in the process of continuous exploration and attempt in an area, construction of tea-cher professional learning community based on the construction practice should be prom oted, which has important significance for improving the quality of teachers’ profession-al development.In this study, based on the previous research, summarizes the regional characteristics of teacher professional learning community. On this basis, the author selects a a learnin g community as a case, and make a in-depth analysis to the regional teacher profession al learning community ’s value,problems and Strategies of construction.Through the alys is,the author found that regional teacher professional learning community practice hasre alized resource integration,supportted for the balanced development of regional educatio n provides; construction of good study atmosphere, improve teachers’ professional level; st imulate school potential, play schooladvantage. At the same time, through the research,the author aware of that the construction of regional teacher professional learning comm unity is a complicated system engineering, in the process of building still exists problem s that a lack of organization management and reasonable;conflicts within the communit y of individual differences is still outstanding; the lack of morecomprehensive resource sh aring platform.Review the whole process of the case, and combined with previous research on tea cher professional learning community, this research finally sums up the construction strat egy of regional teacher professional learning community. Combined with case and the co nclusions of the study process, in order to promote the construction of regional teacher p rofessional learning community more effectively, this paper proposes suggestions for imp roving construction of regional teacher professional learning community, hope of regiona l education management department permitsempowerment, external pressure to reduce co mmunity development; community internal powercenter of gravity, fostering top-down orga nization operation force pay attention to the body;stimulate common main motivation.
