| The foundation of national prosperity lays on education. Under the background of promoting the development of rural education, the policy of to be joined with another school is wildly implemented in the rural primary and secondary school, which brings advantages as well as problems to us. As a result, the effect of the policy in all aspects should be further pondered. The reformation and development of school restructuring not only need the guidance of practical experience, but also need the innovation and follow-up of the theory.With the support of the theory of education and scientific research, and on the premise of creating efficient education layout, this paper aims to improve educational equity and educational benefits, and strives to lead the adjustment and reformation of the primary school layout with an open concept. And reform the existing school restructuring by building fair concept of the adjustment mode of primary and secondary school layout. The methods in this paper mainly by literature and case study. After the study of the basic conditions of the policy implementation in Taojiang County, the factors that restrict rural school to be joined with another school are obtained, such as the one-sidedness of educational efficiency, the profit tendency of investment in education, the variability of school-age children and the centralization of management system.In order to regulate the implementation and development of the policy of to be joined with another school for rural schools, school restructuring should benefit the sustainable development of primary education and help protect the interests of the masses.I t should also come back to the hommization of education management. Government should consider its leading function profoundly, and school management should be strengthened as well. All in all, this paper mainly starts from government-led and the people involved, and focuses on the importance of school management and local cultural heritage. |
