The formation and development of rural junior high school students’ ideology and moral character,to a great extent, will affect the moral cultivation of their life. How their ideological and moral status will be directly related to China’s socialist cause vicissitudes. Only grasp the present study situation of rural junior middle school students about Ideological and Ethical Education and analyze the influential factors, comprehensive analyze the existing education subject, education environment, education carrier. It’s important for farmers to actively explore the rural economic development, agricultural development progress and sustainable development.Using questionnaire method and case interview, this paper selected Xuan’en pepper town junior high school of Enshi Tujia minority and Miao minority autonomous prefecture in Hubei, as the site of a random sample of 15 classes, surveyed 538 students. On the basis of first-hand data, employing comprehensive analysis method analyzes the current situation of rural junior high school students about studying Ideological and Ethical Education, reveals the factors that affect their learning effect by reference to the questionnaire data and interviewed data. Discussed in the process of strengthening the rural junior high school students to learn Ideological and Ethical Education, for the better to promote the construction and improvement of the socialist core value system.This paper have deeply studied the content of the following aspects: firstly, based on pepper garden town junior high school students’ moral character of learning situation and related problems, I have put forward research strategy and deployment and analyzed the basic situation of the investigation; Secondly, the deep analysis of present situation and the moral character of rural junior high school students teaching evaluation of learning course;Thirdly, in order to reveal some influential factors on learning effect of the countryside junior middle school students; The Fourth, on the basis of Ideological Communication Theory to interpret the thought and moral formation of the countryside junior high school students, which strengthening the education countermeasures.The Study has found that after the implementation of new curriculum reform, the countryside junior middle school teaching and management level has brought the huge impact, the countryside junior middle school need to be urgently in the development of independent innovation management mechanism to ensure the smooth implementation of the moral character.Most of the existing rural grassroots teachers belongs to non-professional moral instructors, such as the low level of specialization, affected by the exam-oriented education, too much emphasis on teaching knowledge goals, and ignore the correct guidance of rural junior high school students emotion and values. In the process of teaching, teaching contents is far from the students’ actual life, single teaching means, adopting "injection" teaching mode, It’s the most important evaluation to employ summative evaluation method and single way of teacher assessment. These factors result from losing interest in studying Ideological and Ethical Education, ambiguous teaching purpose, poor learning initiative, undesirability learning effect. At the same time, the family factors and certain environmental factors also contributed to the moral character of rural junior high school students learning effectiveness.According to comprehensive survey of learning status and significant factors, we must implement the following aspects: To begin with, we must improve rural junior high school students’ learning interesting and enhance their autonomous learning ability; last but not the least, improve the countryside junior middle school management service consciousness and strengthen the management level; What’ more, pay more attention to the absence of family education; Finally, optimizing social environment of students’ autonomous learning.
