Higher Education of the deaf starts relatively late in China, lots of education management towards the deaf students including evaluation system are not mature, especially there are no relevant files, regulations and data on comprehensive quality evaluation towards deaf students. In all the domestic higher vocational school, we all use the same Students Comprehensive Evaluation Regulations applied to normal students on the deaf students, the evaluation content of which does not fit the deaf students, especially the evaluation item on academic performance and comprehensive ability, which cannot reflects the particular condition of the deaf, give objective comments on their comprehensive quality level, and fail to achieve the aim of comprehensive quality evaluation. Therefore, to construct an objective comprehensive quality evaluation system which can meet the practical needs of deaf students in higher vocational school is an urgent demand to improve the higher education level of the deaf and make the deaf to become the qualified and social need talents.This thesis makes case study on Municipal and Works College of Guangzhou University, the only one full-time higher vocational school that enrolls the deaf students in South China. Through study on the comprehensive quality structure, the evaluation characteristics of the deaf students, and evaluation method in higher vocational school, based on the analysis of the shortcomings and strong points of current evaluation systems of the deaf students, under the guide of thoughts of system science, the author applies analysis hierarchy process to set up the evaluation index system of comprehensive quality of the deaf students in higher vocational school by means of system engineering. By applying Delphi Technique, the evaluation index is acquired by making survey on special education expert in special education office of our college, and then the author makes comparison of the importance among each index and calculates the index weight, and set up scientific and reasonable evaluation system. The verification of the evaluation system adopts A.J.KLEE method, which is in accordance with the objective circumstances of comprehensive quality evaluation and acceptable to most of the special education experts and teachers in our college in operations.At last, this thesis make use of the setup evaluation system, combining with the real work, the author construct an operational approach of comprehensive quality evaluation which can be applied directly to the deaf students of vocational college.The innovation of this paper is listed as followed: firstly, the research on comprehensive quality evaluation system of the deaf students in higher vocational school in China makes further efforts to improve the education evaluation system of higer education of the deaf students; secondly, it shows that all the aspects of qualities of the deaf students can be reflected more objectively and completely by applying Delphi Technique to confirm the evaluation index; lastly, through setting up the evaluation system by AHP, it ensures that theevaluation system can make more precise, objective and complete comment on the comprehensive quality evaluation of the deaf students in higher vocational school by verification of A.J.KLEE method.
