With economic development, China's demand for high-quality talent is growing right along with it. Therefore, to meet this growth, the requirements for high-quality research universities that cultivate high-quality personnel are increased. The main part of Research University is teacher, so the quality of teachers gets unprecedented attention, the government and universities all want to produce high-quality teachers. To produce the high-quality teachers, there must have a scientific, rational and comprehensive evaluation system for the quality of teachers first. Thus, the establishment of scientific evaluation system for quality of university teachers is imperative。Based on the theory of quality evaluation and human resource, this paper, according to the characteristics of research universities in China, analyzes the status of quality evaluation for teachers in Research University. Considering the results of analysis, this paper builds mathematical model to quantify the weights of evaluation index for quality of teachers by using Delphi method, AHP, fuzzy comprehensive evaluation method and theoretical analysis method, and establishes a scientific, objective, comprehensive evaluation system for teachers' quality. And then, this paper puts forward scientific and rational countermeasures for the implementation of evaluation system of teachers'quality in Research University. Which is helpful for China's research universities to improve the quality of teachers, and ultimately to improve the core competitiveness and international status of research universities.
